Parameters:

template_var_name	the name of the template variable
concept_variable	the Concept variable to be linked to the template variable
template_context	the template context, as returned by NewTemplateContext

Description:

Bind a template variable to a concept variable.

Returns:
Returns true if the variable was successfully bound, or false, if the variable was already added.
